Jutoh 2 supports fixed layout books for Kindle, Apple Books, Kobo, and some Epub 3 readers such as AZARDI. It can also output page images to CBZ comic book files. For more information, see Creating fixed layout ebooks in the Jutoh manual.
It's worth thinking carefully whether your book absolutely needs fixed layout before diving into it, because it can be time-consuming to do and you immediately rule out some methods of ebook distribution. However for children's books and photography books, the results can be good.
