The tabbed formatting palette to the right of the editor appears if:
this mode is on (set via View | Formatting Palette), and
a project is loaded, and
the active document supports the palette, and
the help window is not also showing inside the Jutoh window.
In other words, if a project is not loaded or a document is not being edited, or the help window is being shown, the palette will not be visible. When editing a fixed layout document, you will need to start editing a text box for the formatting palette to show.
If either the help window or the formatting palette is undocked (dragged out of the window), both the help window and the formatting palette can be shown simultaneously.
